He was born on December 14, 1960 in the city of New Orleans, Louisiana. He studied at the University of Louisiana at Lafayette, where he earned a degree in broadcasting.

Perkins began his career as a weatherman at KPLC-TV in Lake Charles, Louisiana. After several years there, he moved to WDSU-TV in New Orleans, where he worked for 16 years. He also worked for Good Morning America as a substitute meteorologist before moving to Washington, DC in 2006 to work for WTTG-TV.

In 2017, Perkins returned to WUSA, where he previously worked from 1982 to 1987 as a weatherman. He is known for his witty on-air personality and has won several awards for his work, including five Emmy Awards for his weather reporting.
